There's a guy locally selling this watch for $400, it's supposed to be almost new. He thinks it's the SS model, but to me it's hard to tell which one it is. Can you tell based off of his picture?

Your seller has no idea what model this is? Seems very strange, being its engraved on the back of the Watch. And it's Space Gray aluminum.
Ask for a pic of the back.
Looks more like space black color, the watch looks niceApparently the OP and Seller never thought to do that. Still strange to me on a transaction like this. I personally wouldn't buy it just based on how obvious this is.

Great suggestions about meeting at Apple Store.If it's aluminum then even if it's a series 2 you can buy BNIB for that price so why buy used at full price? But if it's SS then $400 is a steal, assuming it's not stolen or iCloud locked that is...
OP.. If you decide to buy it make sure an meet at and Apple Store to do the transaction. Have Apple look it over 1st and make sure it's not stolen or locked before handing over the moola!

I did this when selling my S0 SS LB, I met the person at the Apple Store to put their mind at rest and the staff member even watched over us to ensure nobody tried to swipe it as we were doing the sale.
