When it arrives what is best option to transfer to new Mac mini ?. I don’t have any files on there and the apps I mainly use vlc. Opera and transmission I’m hoping I can just re install them.
So it better to have a fresh install or copy everything over but my boot disc is external t7 so I’m not sure how to do it.

If you only have a few important apps that you use, just do a clean install of them to your new Mac mini.

If you have an external boot drive (that has your apps and accounts on it), you're all set (if you wish to do a "conventional migration").

What to do (follow in exact order):
a. When new Mini comes, take it out of the box and get it set up on the table (monitor connected, etc.).
b. DO NOT PRESS THE POWER ON BUTTON YET !
c. Connect the t7 drive to the new Mini
d. NOW press the power-on button
e. The Mini will boot and you'll see the initial setup screen (choose your language). Start "clicking through".
f. At the appropriate moment, setup assistant will ask if you wish to migrate from another drive. I'm going to assume that YES, you want to do this.
g. "Point the way" to the t7 drive, and give setup assistant enough time to "digest everything" (be patient)
h. When done, setup assistant will offer you "a checklist" of things that can be migrated. I suggest you migrate everything.
i. At this point, turn setup assistant loose and let it go to work. Again, you will need to be patient as stuff gets copied over.
j. When done, you should see your login screen, just as before. So, log in and "look around".

You might consider letting the t7 drive become your "new backup" for the new Mini...

Good luck.

hi thanks for the reply ive moved all my files to nav drive now deleted unwanted apps etc. im not on new OS X but maybe Sierra ? its 2012 version.
so the only thing i have on here is all my safari bookmarks and opera ones logins and passwords etc.
would i be better doing a clean install importing them i don't know how yet ? the re install the apps i want ?.

In Safari (and probably Opera, too) go to the file menu and choose "export bookmarks".
Give that bookmark file a name and take it to the new Mac.
Now, open Safari and choose "import bookmarks".
Navigate to the bookmark file and then click "import".

You may need to "move things around" some once they're imported.

So a fresh install on the new Mac be better for me then just import my bookmarks and download the apps I want.
Re the t7 use that as back up as in time machine ?. Being ssd won’t constantly writing to it shorten its life un like a spinner I have now a WD black 1 tb in an enclosure as my Time Machine will that need formatting and start again or still good to go.

I’ve just checked my t7 for space it has 840gb left only used 145gb. After reading threads on the 512gb I’ve gone for and can’t cancel and re order as it’s a bespoke order through KRCS in the uk I’m hoping it won’t bite me in the butt down the road I picked the extra ram over ssd space. Wrong horse?.

Having done the transfer from 2012 to the 2023 Mini should I know reformat the Samsung t 7 and use that as the Time machine drive?.

is the samsung t7 suitable for a time machine drive or will the read writes shorten the lifespan ?.
I don't know about the T7, but you could just buy a Thunderbolt 3 nVME enclosure and slap a $50 1TB drive in there. When the drive lifespan ends in 8 years or whatever, just replace the $50 drive. That's what I did for my current Time Machine setup.
