Which Mac OS version is the best for MBP 2013 Late

Hello,

I have 13" Macbook Pro Retina 2013 late. I just upgraded its drive to a new SSD 500 GB. I want to do a clean install of new Mac OS but I am not sure which one is the best right now. I have been using High Sierra for 2 years. I dont work with too many apps like video editing or graphic design. I do basic stuff like browsing etc.

Generally speaking, HS is the newest os version you can get for a baseline rmbp late 2013 without significantly slowing down your machine. If you have a better cpu and 16GB or higher ram configuration, you should be fine on any of the newer versions of macOS.
 
I would go with Mojave. It has a new interface, all of the newest features, but more stable than Catalina.

If you want support for older 32 bit applications, then Mojave definitely.
