i'm having a hard time figuring out the various voip services available. my home is located in an area where it gets poor signal from every major carrier so i need to look into voip options. i need something that can receive calls from landlines or other cell phones. i don't care to receive calls from skype or anything. i'm also trying to keep the cost to a minimum if possible...

Skype. Just have Wi-Fi available and you are set.
 
What number do people call for skype? I imagine it wouldn't be my regular cell number. Thanks.
 
If you have a home line you could always turn on call-forwarding when you're home, it would cost no more, and your cell signal would not affect a thing since call-forwarding is done server-side.
