i am considering buying an ipad and have narrowed it down to 2.

for the same money, which would you guys recommend: ipad3 with 64 gigabytes or ipad 4 with 16 gigabytes.

It depends on your usage. I have them both and my iPad3 does have 64GB and my iPad4 has 16GB.

You should really scrape together a few more pennies and get at least an iPad Air of either 32GB or 64GB.

The iPad4 will run circles around the iPad3, but if you need storage for songs/videos/pix, 16GB is never gonna cut it.
