Would it be better to just buy an iPhone that dosent have cell service (im stuck in contract that is not Cingular for a while longer) and use it like a touch, or buy the touch itself. Dosent the iPhone have features it can use on WiFi that the touch dosent? Thanks.
 
Sorry, you won't be able to use the iPhone at all, without activation. The following is per Apple's Activation and Rate Plan FAQs:

"Can I use iPhone as an iPod or Internet device without activating it?

You must activate iPhone with a wireless plan to use its features, including iPod features."
