I don't use Siri much except for Timers and controlling Home devices. This morning I got up to water the lawn and said to my watch, "Hey Siri, five minute timer".

"You don't have the Timer app installed. Shall I install it now?"

So, I switched to the Timer app and started the timer myself.

Later: "Hey Siri, turn on Water Pump."

"It looks like you don't have any accessories set up...."

So, I switched to the Home app and turned on the Water Pump myself.

Checked the watch and it was connected to both WiFi and my iPhone.

Later: "Hey Siri, ten minute timer" (This sitting a meter from my AirPort Extreme and right next to my iPhone."

"Sorry, something's amiss. Please check back later."

To the iPhone: "He Siri, five minute timer".

"OK, five minutes and counting."

That's pretty much in line with my experiences. There are dedicated Siri discussions, since the nature of your issues are not Watch-specific.
 
As I expected and about an hour later, Siri is back at work on my Watch.

Oddly, I've never had Siri problems on any device but my Watch. This was the first time that Siri was unable to locate an app or accessory. Normal it's just a "can't help you now" sort of message which usually means I'm too far away from my phone.
