I'd always assumed that it was simply one of those old sayings that didn't come from a particular individual – like 'look before you leap' and that sort of thing?

according to this its been around at least 450 years and even then it was probably a bit hackneyed. I almost expected Aesop or a proverb to be the source of this one.
