The man has a voice and a grasp of the English language so of course he can. The question is will he. There may be a very good reason why there are no additional examples, such as he hated doing it and asked to never be asked again.

Some great minds are not comfortable in front of a large group, Ive might be one of them
 
I predict that there will be a video of Jony Ive in the infinite white iCloud room talking about the design process for iOS 7:

My guess: Craig Federighi will come out and announce iOS 7 then he will call out Jony Ivy to tell everyone a little bit about what he has done to iOS. Then, of course, there will be an in-depth video in the white room.
 
Steve jobs is gonna come back to announce iOS 7. I know this is hard to believe. But Apple CEOs can do that.
 
That's a good find! But what kind of an event is that? The stage looks extremely small for an Apple event. I know that Apple was significantly smaller in 2008, but it still seems smaller than it should.

Apple sometimes does smaller announcements at the "Town Hall" room on the Apple campus. The iPhone 4S is a recent example.

Definitely a much smaller venue than the WWDC keynote.
