I love the part where the movie producer tells machine as he is dying:
"kill them all Machine. kill them all." this includes allies and enemies hehe. One of my favorite lines in any movie. He is just a pure killing machine after all.
 
The T1000 in Terminator 2. One of the most relentless, cold villains of all time.
 
Light Yagami;
Massive kill count,
So intelligent that he's always ahead until the very final moments,
Disposes of girlfriends and parents (in the film version), contemplates killing family,
Has a killer theme.

Gotta agree with you. She used to creep me out every time I watched it as a kid. They'd never make a movie like that for kids now.

Definitely some good ones mentioned (Dr. Lecter, although he almost slides into anti-hero territory, as opposed to pure villain). One of my old favorites...

Another great one was the masked and in full body armor killer and martial art expert in the prodigy. He would go around and starting gang wars during drug exchanges and such and tried to test himself by attacking large groups or giving them weapons and letting them try fighting him in hand to hand combat. The movie is kind of low bduget though and should be on netflix (along with 8mm):

although for deadpan comebacks and a twist of humour, I'd take this guy, even though he wasn't technically a villain. He just did so good with his lines it cracked me up.
