I think a popular one is free temporarily right now. I forgot the name, but you can find it on Apps Gone Free app. If it's only for today, get it quick! I personally don't need a heart rate monitor, so I didn't download it myself.

The health mate Withings app has a heart rate monitor that writes to the iPhone health app.
