People here have decided that Apple can only release Mac Pro updates when Intel updates their chips.
It's to do with the economy of scale, and you've seemed to discount/ignore this point.
If the MP's sales numbers were extremely high, they could opt to make mid-year changes (not dependent on the CPU). But that's not happening with this particular product, so the logical conclusion is that they aren't selling enough units to do this, and all that's left is using Intel's cycles as a means of creating new systems (add in other changes simultaneously to keep such costs as low as possible). It all boils down to the development costs, and if it's divided by too few systems, it's not profitable.
And we both know Apple is about keeping their margins high.

Apparently somewhere along the way, Apple signed over their rights to update their Mac line to Intel. But I've already been around and around with people here about that.

Of course Apple can upgrade the Mac Pro this summer, but as I understand it will mostly be about TB. They may get their hands on the new chip-sets late this year, so there might just be a chance for something big before christmas? And since they'll not upgrade MP twice a year, it'll be one or the other.
There aren't any new chipsets for the LGA1366 sockets, nor will there be.
Even the X79, which is designed to accompany the LGA2011 sockets, does not have TB built-in. TB will still be a separate component; whether they use an embedded GPU and solder it to the logic board, or place it on a PCIe card (either a separate card + means of getting the DisplayPort signal to the TB chip, or include it on the graphics card).
