Few weeks later and it appears SOME people's issues are resolved. Long Island NY here still can barely hit 55kbps upload.

I live in manhattan I was getting good upload speeds two days ago but I'm in Boston and I'm getting 330 ect o_O I don't know if that's the regular 3G speed here I'm just visiting.

Still capped in NYC suburbs-- it's been like this for 3 weeks already. :( The other thread on this topic has 700+ posts.
 
I'm near Seattle, and when I first got my iPhone I was getting ~1600kbps upload speeds but they dropped dramatically along with everyone else's around the July 4th weekend. I'm still getting less than 100bkps. I presume this is a result of HSUPA being disabled while they work on issues with Alcatel Lucent as documented in many articles like this one: http://www.reuters.com/article/idUSN0715810120100707
 
Capped in DC but also on AT&T's 3G Microcell

In DC and close-by suburbs like Bethesda in MD, my upload speeds range from 0 KBPS to 98 KBPS (the latter in MD). However, in my home, my download and upload speeds are absurdly low. SO, I actually paid for an AT&T 3G Microcell for my home since AT&T didn't seem receptive towards giving me one. Upload speeds ARE capped in the 50's. 56 or 57 KBPS (confirmed on an AT&T bulletin board). Download speeds are reasonable with the 3G Microcell (around what most of you show 1500 or 2500 within close range of the 3G Microcell) but if I move beyond 35 feet I'm back on 3G and periodically on Edge or getting "no service." In other words, yes outside speeds in DC are capped and FYI on the Microcell, they're really capped never going about 57.
 
I wonder how much it has to do with the iP4? With the iP4, I could never get over ~97kbps. I reactivated my 3gs and now am consistently getting ~170kbps. This is in the same location, sitting on my desk.
 
And still issue in Philly. On the phone with ATT now fighting with them to get a credit. They say its an IP4 issue. Gotta love it.
 
In NYC, seems to be fixed at home (Maspeth), but still not working properly here at work (Ridgewood)

Guess they really are going one tower at a time
 
Philly Burbs, can't get above 60. I was on vacation in NC last week, I had 1.6M consistently.
 
Seatac Airport is 1.2 down / 1.5 up. Yesterday is was under 100k. Yaaaaay! Hopefully Denver (home) is fixed.

Still getting crap DL and UL speeds. Was getting great speeds from June 23rd to Jul 2nd/3rd, then they went right downhill.
 
North Jersey here, right across the hudson from NYC and still getting horrible upload speeds.
