If the choice was between adding more CPU cores or more graphics cores, clearly Apple made the right decision for overall device performance. In the link below you can see the graphics performace of the iPad 2 kills the best Tegra 3 Android tablet on the market (ASUS Android Prime). Also if you navigate back to look at the CPU scores on the previous page, you can see the 4 core Tegra 3 is only marginally better in some CPU tests. Given the cost and power consumption that would be needed for the added CPU cores and the little benefit that would be returned, I would have made the same decision.

Because of production costs probably, and also the claimed 10hrs of battery life would drop. As far as tablet goes, it is mainly the graphics that power it anyway over raw processing power.
