Why are some people showing up as registered users?

"Registered User" means a user who hasn't yet activated their account after registration.
But it also applies to users who are changing their email address and haven't activated the change. If they already have posts, then it must be the latter case, since they aren't a brand new user. That case should be rare. I wish the software didn't do that, since it's none of anybody else's business who is changing their email address.
