Even when it does become available, the local price is often much higher than the US price. Some of this is due to VAT taxes in many of those countries. I'm not sure how the typical eBay seller/buyer deals with customs and declared values for a used item.

As I understand it VAT's only apply to the producer. The prices are higher because the producer passes along the cost of the tax to customers not because customers are being taxed directly (at least with respect to VAT's). They aren't like a sales tax, you'll never see the actual amount printed at the bottom of a receipt because they aren't accrued at the point of sale.

All true, but my impression is that countries with VATs tend to have import duties which are high enough to prevent folks from from buying abroad at a better price. I'd be surprised if a slightly used item with a declared value roughly equal to the US retail price was not subject to a substantial duty. However, if the seller/buyer declares the value of the shipment as substantially less than the auction price...

Why do these scammers always use Nigeria as the shipping request !?

Have just run into the same situation. eBay and paypal involved. Buyer wants it shipped to Nigeria. Too risky?
