Looking to buy my first Mac and I'm thinking the macbook pro, but still just been looking between the two macs.

On the Canadian site, at least, upgrading from the base M4 Pro is $250 on the mini, but $300 for the MBP. Why the difference when it's just the chip itself?

Only Apple Canada can answer that. In the UK the difference is the same, £200.
Do you really need the extra power though?
To help you with the decision between MBP and Mac mini, go into the Apple Store and check both Macs in person. Maybe speak to an Apple specialist while you're there as well.
