I can confirm this on my iPhone XR. Turning the phone away from my face, then swiping to the camera and tapping the photo (lower left) opens an empty photo library - because FaceID hasn't yet verified. If you then tap the "All photos" in the upper right, FaceID pops up requesting verification.I just did a test on my 11 Pro Max. Yes, you can swipe right and get the photo library through the camera app, but it shows "no photos" until Face ID is verified. No one would be able to see anything without Face ID even if they managed to get into the library app.
