when playing full screen , why can't apple use the same philosophy they do on the new Macs which is when a content is full screen , a black bar encapsulates the notch as if the notice is not there. this would work especially when using in landscape mode

Much smaller screen, and also even with black bars to hide the notch, black bars look uglier anyway. Also I think the aspect ratio would be reduced so content wouldn't display as well (might be wrong on that). If you reduce the width in landscape then you'd also have to reduce the height in landscape to preserve a similar aspect ratio, or introduce more black bars.
 
I would guess the additional real estate of the MacBooks allows for black bars without taking up as much space as on a smaller display like an iPhone.
 
I guess I've really never noticed on my phone, as most content I watch is the standard 16:9 ratio. It gets pillar-boxed with bars on the sides and hides the notch when watching in landscape mode. Even video taken with the camera is 16:9 and does not show the notch. Some apps allow me to double-tap to make it truly full screen and show the notch, but that also causes the top and bottom to be cropped out.

I'd guess something similar would happen on the new Macs too. 16:9 content would be letter-boxed with black bars on the top and bottom due to the screen's aspect ratio, therefore automatically hiding the notch just like it does on the phones.

You’re talking about watching full screen 16:9 video?

In that case, the notch is hidden on the iPhone by a black bar. Try it.
