I don’t want to turn on library sync as it makes all songs sync from iTunes to my iPhone, including unticked ones.

But without it I can’t add any songs from Apple Music to my iPhone library.

Is this by design?
 
I'm so frustrated by Apple Music's behaviour. I've just gone back to iPhone after years on Android and took up the free 3 months of Apple Music, and all of a sudden the only way to add music from Apple Music is to turn on Sync Library, but if Sync is on I can no longer manually add music files from my MacBook ... it's either Apple Music, or choose to add my own purchased music (I buy a lot from Bandcamp). Can't have both it seems.

I hate being locked out of adding my own music so Apple Music is no longer an option for me. Well done Apple. I've found a few threads similar to this but with no real help. I'm guessing it's by design for some reason.
