It seems quite odd that on iPhone 6 and 6 Plus (maybe other iPhones?) that rotating a video to landscape shifts the video off the screen for a second or two and causes the sound to stutter or repeat. Just doesn't fit with Apple's general (expected) attention to detail.

I wonder if iOS 8.3 fixes it, because iOS 8.2 doesn't. 🙁

This happens on my 6. It's not a big deal, but it never happened on my 4S. Not sure if it's software related.

You mentioned 6 and 6+...seems to be fine on 5S.
 
My 6+ does this frequently

Sometimes Safari will crash and the page has to reload

You're not the only one. I wonder what kind of bugs the new watch will have, if we're struggling with stuttering when rotating a video lol

I'm only 45-ish mins into a fresh 8.2 installation but I encountered no problems playing a video on You Tube (Safari browser) and rotating it multiple times. The You Tube and video apps might be different...
