Rumor has it that Apple gave Waze a 500,000,000 dollar contract but Waze believed they were worth more. Instead of going for 1 Billion dollars. Apple just let them go. Google supposed bought Waze for 1.3 Billion. Does Apple really feel that confident they can succeed with out Waze? Do you think Apple is going to have Foursquare integration?

Actually, Apple reportedly offered $1 billion and Google countered with $1.3 billion, which Waze accepted. Apple also wanted to move their operations from the Middle East to the US. Google said Waze could continue to operate out of their current facilities. Again, another deal breaker for Apple.

Well, Tim Cook said during his interview at D11 that Apple did not make a bid for Waze. But does that means that Apple didn't make a subsequent offer after their first one or that they never approached Waze at all?

I think they should have bid until they won it. This company has billions and billions of dollars, and they absolutely need every mapping company they can get right now.

Laughable.
The funny thing is aside from Android, Keyhole, and DoubleClick/Admob the vast majority of Googles acquisitions have been relatively pointless.

Waze, a company with ZERO intellectual property being sold for $1 billion would be one of those acquisitions.

Why. Novel technology with zero patents backing it up. Nothing stopping Apple from spending under $1 million to develop identical functionality within their existing Maps application.

That's not how Apple do business. They only buy a company if there is a clear direction for it to improve their products.

How would Waze have helped Apple's Maps exactly? It would only add another enormous dataset which needs to be integrated. Integrating all of that data is one of the biggest challenges Apple faces in improving its Maps, so it's not clear that just adding more poorly-fitting data would have helped.

I don't think Apple's going to buy it's way in to good Maps data. They have a huge number of devices moving around in the real world, which is an enormous resource they haven't properly used yet.

For example, they could use location data to work out the most popular or most important locations and emphasise those on the map, correct roads, etc. They could also integrate Facebook check-ins (or something similar, like Foursquare) and use check-in data to improve their own POI database.

Exactly. (BTW, that data would be called crowd-sourced data since it comes from all devices that send Apple that data.)
