I'll tell you why it looks that way (and you can all ignore the fact that I said it first later...

The "flyover" is simply the first step in making all maps 3D. They will start with major cites first with flyover and then they will add street view (C3 is already working on it)...and then navigation will be overlayed (which is why they had to remove all car images off of the streets.
This will allow someone to see the entire route from either 20,000 feet or zoom right into street level for turn by turn...all utilizing the flyover technology combined with the new street view data.
C3 has also started work on interior mapping of buildings so one can walk right in to a building from street view.
It will be the most seamless 3D mapping out there and you won't be able to imagine navigating in 2D once you try it.
