I am a little confused with the T-Mobile and AT&T rollout of Wifi-services such as calling and texting.... Since it is over wifi and not a carrier .... why do I need a sims card or provider such as AT&T to use this feature..?
 
Because your phone number 'belongs' to the carrier. Wifi calling/texting allows you to use the same phone number to make calls and send texts whether you're on wifi or not.

You can use other apps like Skype or text free to call or text on wifi, but it would be with a different phone number.
 
It's still part of your phone plan. It's exactly the same as a normal phone call, it's just routed differently.
