Why do my Downloads go to iCloud automatically?

Hi guys,

I'm working on moving my Flickr files to another cloud, as Flickr is no longer free.

I have plenty of photos now in my Downloads folder on MacBook and I see that they are automatically uploaded to iCloud. Why is that? Since when is Downloads folder in sync with iCloud?

Not uploading to iCloud here. Did you move your Downloads directory under your Desktop or Documents folder?

Nope, I did nothing. It's just that in Finder, the iCloud Driver tab had a loading icon and I can see there about 1000 photos. I worked on more photos though, looks like some of them got there for some reason and some didn't. Weird.
