Not sure what you mean fluid design. I don't think they called it fluid. Maybe fluent, but not fluid

What is the difference of fluid vs fluent design?

Is it there lot of white, black, dark grey and light grey effect with it long with flat deign? And minimal borders.

Fluent UI is Microsoft’s UI language - https://developer.microsoft.com/en-us/fluentui#/

And they just released Fluent 2 UI so it doesn’t look they are moving away from that style anytime soon.
