Why do voice messages sound so bad?

Why can't the voice messages in the Messages app have the same clarity as the voice memos? Will this be fixed in a future update?

That may be temporary. Microphone quality recordings may be affected by environmental factors, such as when you are recording a voice message outside or in a noisy place.

It's been bought up before. Apple are using an extremely low bitrate codec resulting in rubbish audio, probably to speed up sending the file. However, I'd like to see them add HQ as an option at least.
