I have made a request multiple times for them to put an album up, but they have not as of a full year (or more) since the album came out.

It is by a very popular artist and I'm sure it would sell a ton on iTunes, but they haven't put it up.

Does anyone know Apple's reasoning behind this?

Also, on a side note, Safari 5.1 has been acting very slow for me as of a few days ago. It hangs a little and the pages take slightly longer to load, almost like they're being beaten down by something.

Any way to fix this?
 
Some artists do not want to sell their music on iTunes. Maybe have a look if there are other songs from the same artist on iTunes.

If you notice, there's some albums in the Japanese store that are not on the American store. Some of the ones not on the American store came out in 2010-2011, yet they DO have an album from 2011 in the American iTunes store, but not the one I want.

She is the most famous Japanese artist - iTunes would get thousands of downloads if they just post this on their store:

Actually, hardly any J-pop albums are ever released overseas....they're just released through iTunes. I would guess that since they have like 70 albums by the artist they could fill the empty spaces in between and get the rest.

You're probably right, must be an issue with Avex Trax rights.
 
The only way to get album from overseas is to get an iTunes account there! I have 3 iTunes accounts in 3 different country just in case they release something that I need. But mostly everything is release in the US iTunes first.
