Probably has 2 microphones, you need an extra one for noise cancelling. The iPad 2 could do Siri but would'nt be accurate in noisey enviroments.

I can't remember where I read it so no reference.

There is a special component that was included in the iPhone 4S that enabled Siri functionality. It was used as an excuse for why the iPhone 4 couldn't have Siri.

It's possible that the iPad mini has this added component where the iPad does not.

IMO the iPad 2's being sold today should have support for Siri, even if that means adding in a component that doesn't exist in older iPad 2's.

It really could be all about marketing and money, though. I'd like to hear it from the horses mouth. Although I don't typically like canned PR responses, so it might not be worth hearing.

"why does iPad mini have siri, and not iPad 2?"

Because iPad 2 never had Siri to begin with, its the older generation, and iPad Mini is just coming out with better technology, so Apple gave it Siri. Siri was first introduced with the iPhone 4S, never the iPad until now. iPad 3 had a dumb down version of Siri

Because iPad Mini is the new child in the family and iPad 1/2 owners are no longer loved or wanted.
