Why does iTunes keep try to reinstall ALL my apps?

I'm using iTunes v9.2 with an iPhone 3Gs (v3.1.3) and everytime I sync new apps, iTunes keeps trying to sync ALL my apps! It's getting really annoying.

It's trying to install apps that I've already installed and is taking so much time. 🙁 Any ideas?
