Why Does "Make Available for Offline" only show sometimes?

The menus in Apple Music seem to change for me very often, and it's becoming increasingly frustrating. Sometimes I will be listening to a new song either from the "For You" tab or on Beats 1 that I would like to add to my music AND save for offline listening (I travel a lot without cell service). Yet half the time it seems like "Make Available for Offline" just isn't listed, and the other half of the time when listening through Beats1, that menu isn't even available (Hamburger icon is completely greyed out).

Am I missing something? Screenshots attached
