It said that my internet is fine, I ran a speedtest and it also works fine, i am able to download files with no issues. but i don't understand why my webpages keep loading like this(images below)? i would refresh and refresh and still would end up like this. please help

Have you tried using another web browser. From the looks of things it appears you are using Safari on Yosemite. This could be a bug with the beta. Try a different browser, report back.
 
this has been happening since maverick and its the same issue with all browsers.

Do you use any plugins that could cause this? You can enable developer menu, open up the web inspector and look at the console pane. It should contain error messages about failure to load resources with web pages looking like that.
