Why does "Play Next" not show up sometimes?

...in Apple Music? I can't figure out any rhyme or reason to it. Some songs you press and hold to get the menu to come up and there's "play next" (and "play later") clear as day. Other songs, the menu comes up but those options aren't there.

According to Apple, once the Up Next or current playing playlist reaches a number of tracks, some of those options become unavailable.

But I didn't have anything in that list. It had been days since I'd used the option and I'd played several albums and radio stations since.
