Looking at the specs for the non-TB and the TB and noticed that the percentage of turbo boost over the base clock speed is different in the 13" machines.

non-TB: 2.3GHz to 3.6GHz
TB: 3.1GHz to 3.5GHz

Why is that?

All I can say is that just looking at GHz when looking at processors in 2017 won't tell you much, if anything. The touchbar model has an entirely different class of processor which represents a significant improvement compared to the nTB model's chip.

Besides, 'turbo boosts' represents a theoretical maximum that will rarely if ever be reached. A consistent 3.3 GHz beats a sporadic 3.6 turbo boost 10 times out of 10, anyways.
