I am trying to download iPadOS15.2 on the iPad (of course) and I get the message "Unable to Install Update, An error occurred installed iPadOS 15.2. Why can't they tell me what the error is? I have tried restarting, and doing it again, to no avail. I just don't understand why they don't give a reason.

Would you understand the reason for the error failing?

You can check system logs in
Settings > Privacy > Analytics & Improvements > Analytics Data

I’d assume the update failure will be amongst these logs
 
I am currently on software version 14.6 and it's an iPad 7th Generation
I have seen this error happening on iOS 14 and it was caused by a lack of free space. I don't know if that's the problem here. If you have a computer you can plug the iPad into to update it that way it's probably the easiest way around this problem.

Probably because the reasons are too numerous and arcane to be of any value to a regular user on a pop up screen. Apple software has never been descriptive when an error occurs/ ever. In the old days we’d get a picture of a bomb with a fuse lit when Mac OS crashed. Very funny ha ha.

In addition to free space maybe being an issue, is the device under some sort of device management? Aka company/school/other owned? Can see not allowing install if that is the case (seeing the iPadOS version currently on it is relatively "old", hence, might be locked down to a specific version by the owner) but believe should get a message saying "not allowed due to MDM" type error.
