They do still come with SIM removal tools overseas. The reason they're not in the US boxes is that, theoretically (in Apple Reality Distortion Field-land), American consumers shouldn't ever have to remove the SIM since it's prepurchased for a specific service provider and everything is set up so that the 4S SIM takes over for your old phone's SIM as soon as you activate it in iTunes.

Of course, in the real world, the very first thing I had to do when my 4S arrived was take it to the AT&T store with my iPhone 4, since we're on a family plan and I used my mother's contract to buy the 4S instead of my own, necessitating a SIM switch.

I know I can use a paper clip but my friend said his came with a tool for ATT and mine didn't for Sprint

He's wrong. My guess is he actually bought it in person at either an Apple or AT&T Store, and didn't notice that the SIM tool the person behind the counter was using is the same one they'd already used 600 times that day. I've seen them slice open new shrinkwrapped iPhone boxes and handle the equipment to activate it as fast as the sushi chef at a Japanese restaurant.
 
I just took my tray out on Verizon using my name tag from work, and was quite surprised to see a verizon sim card in the tray. I always thought the tray was just empty..

Overseas roaming won't work without one, GSM network needs a sim card or phone won't work, even if original carrier is CDMA.

If roaming on the Sprint/Verizon account, the SIM needed for that is already installed when you get the phone from Sprint/Verizon. You only need to replace the SIM if you are using your own overseas account (i.e. not roaming).

Well if you go international the Verizon sim will kick in and you get charged their outrageous international rates.
 
The first iPhone came with a dock (!), headphones, cable, a polishing cloth, and Apple stickers. Then they ditched the dock. Then they ditched the cloth, but added the SIM tool. Now the tool is gone. By iPhone 10, it will just be an empty box. By iPhone 15, no box.
 
It stop coming with it for the iPhone 4 in America (locked to AT&T ) every unlocked iPhone comes with one tho (UK) my friend but a unlocked iPhone for tmobile (yeah edge speeds ouch ) and it came with it , I still got mine from the 3GS tho

Locked ones too. I bought mine locked to Tesco, but got the tool with the phone. The sim came by separate cover, so I needed the tool to put it in to activate.
