I know you can download 3rd party apps for a whole host of photography goodness ... but something basic like a timer .... why isn't this in the camera app?

As seen with other big iOS updates from apple, it seems that anything that gets crazy popular in the app store (thats not a game) is recreated by them or added into there existing apps as time goes on. i.e reminders, apple trailers and other add ons to existing apps so I'm sure it will be seen in the future. I do agree though I would have preferred a timer instead of the HDR business.

You'll need to ask Apple why they made that particular design decision. I don't think anyone on here will know the answer

LOL, true! No one here knows the exact answer. Maybe Apple wanted to keep things simple.
