I have it turned on but it still allows you to go maxed out, is this a bug with the latest version of IOS? I got tinnitus as a dumb kid for listening to loud music from my Mini Disc player, it's made me understand the importance to limit audio volume for kids... I'm disappointed this feature doesn't work.
 
I am not familiar with how the EU volume limiter works as our country has not quite got to the point of telling us what is too loud or not, but sure that is coming. Maybe your maxed out volume is must less than ours due to the volume limiter
 
No because it used to visually stop you from increasing it when it was on, now that has gone and it lets you turn it all the way up. I mean it's unbearable to listen to when it's 100%, that cannot what the EU considers safe... well I know it isn't since it used to be a lot quieter.
