I have two hard drives that use Time Machine one is Time Capsule which shows up only as a shared device and then the disk image then I have a local drive that shows up as a real drive without the disk image but folders sorted by year and then date why can't time capsule show up as folders instead of disk image?

Because the networked Time Capsule backups are stored inside a sparse bundle image. Good article here that explains it.
