I get the same thing, but I'm on macOS Sequoia 15.2 instead of 15.3.

Interestingly, the Touch ID does not show up. I didn't realize Touch ID was required as it was initially blank under the account name, but it appeared when I started to do this screenshot. By doing a screenshot, I was able to get the app installed, but it definitely is something most would not do.

This reminds me of missing the free lifetime premium version for a few hours, a few days ago. 😕

Same thing here. Sequoia 15.3. It's driving me crazy.

did you confirm the new Terms & Condition or something like that, for example confirm your phone number. etc?
 
You are supposed to put your finger on the Touch ID to confirm the purchase.
If you don't want to do that:
- disable "Use Touch ID for purchases in iTunes Store, App Store"

already did all of that, still not working. no sign of any possible confirmation to download any app. very, VERY, strange.

My bank card expired, check your credit card details, although it's free you still need to add the card. Sign out of the app store and back in once the card is verified.
 
I have seen this problem recently, then it went away, now it is back again. Clearly a bug somewhere in appstore or MacOS. Oh well, cannot buy software either so saves me some money lol.
 
I upgraded to Sequoia today and encountered the same issue!

I began closing various background apps and discovered that KeyCue was the cause. It seems it doesn't work well with the new security features of macOS, it looked like macOS was hiding the fingerprint icon until the app was closed.

Once the app is closed everything functions perfectly, so I suggest verifying in the same way by closing different apps consecutively to identify the culprit.

I will report it to KeyCue team.

Same challenge here and can confirm: Quitting KeyCue solves the problem. Confirmation box now displays TouchID and apps can download.

I'm wondering if the new normal for software with "in-app purchases" is to connect the app with a person's payment method at the point of initial download ... rather than later, when going to add new features. I'm not crazy about that, if it's so.

KeyCue support confirmed the issue and it is already fixed in the beta version.

You can install it in the KeyCue Settings –> select 'allow check for beta versions' -> click 'Now'

I've been having this same exact issue since at least Sequoia 15.2. The "Install" or Touch ID field would not show up when I try to "Get" or "Buy" an app from the Mac App Store (the rest of the pre-purchase dialogue will display), resulting in an inability to acquire new apps that way. I have tried the app store reset terminal command, logging out and then back in to my Apple ID, and uninstalling/disabling some background apps, but nothing has resolved the issue. I do not have KeyCue installed, so it must be some other culprit. Would be greatly appreciated if the community can shed more light on what might be the cause. Thanks.

I'm in the same boat: no Install button or TouchID field, even after logging out and back in, killing every background app I could find an icon for, deleting the app store caches via Terminal, and so on. I'm on macOS Sequoia 15.4.1.
