I was recently trying to snag some newer icons off of IFL and instead of turning the files when downloaded into a "file" in the download folder that i could actually open, its instead turning it into a TextEdit file with some unreadable stuff?

I'm a total noob, so tell me... whats up with that? 😱
 
Possible non-apple item, and possible pulled the image/html rather than downloading it. It happened to me as well. Some of their files are not intact.

I found this cool set of icons called Tux'n'tosh, man they were really cute too!

its going to text/edit bc OSX doesn't know how to open it...like opening a .exe, it needs. its probably a windows .ico file, or something else. if this isn't true, just try giving it a different extension such as .icns, maybe that'll work, but probably not. but either way, thats why its happening

Won't work. You need an ico to icns converter to do that. Simply renaming the extension won't do squat.
