I submitted Mac OS lion date program a week ago and still no answer from apple...

Is this normal?

Should I call and fight?

I am calling them now, but any advice would be appreciated.

I helped a friend do it, and we got an immediate code back to be applied at purchase. All within 10 minutes.

It shouldn't take that long. What did they say when you called them?

I naively just downloaded Lion on my brand new iMac and realized afterwards that I'd been charged, I guess I thought the free upgrade thing would "Just Work". I contacted the Mac App Store support and they refunded the charge. So you could always go that route. :D
