I am using iPhone 6s and running ios 10.0.2
I downloaded 3 different ringtones online and after importing to my phone, I can clearly tell the sound quality is a lot worse than the original files. I wonder if it is a 'feature' for apple to make people buy official ringtones or its just my problem.
 
Apple didn't do anything to the ringtones you downloaded.

There's no reason to buy ringtones from Apple, or buy or download them from anywhere. It's easy to make ringtones from your own existing music. You can do it right inside iTunes, or there are numerous tools to help you. Just Google "How to make ringtones for the iPhone".
 
Learn how to roll your own ringtones...the tools are free.

If you don't want to learn...then suffer (or pay for the good sounding ones).

I would say it is your problem.

My first few were not good either but there will be plenty who will point you in the right direction.

It may not be the quality, it may just be the volume. Apple clearly manufactures all their ringtones in the App Store to a certain volume level.

I found a good website that allows you to increase the volume on any ringtone. I boost mine by 40%, I find that it makes the difference versus the ones from the store:
