iPhone 14 Pro Max Why is my iOS update size small?

I have a 14 Pro Max.

Why is my iOS 26.6 "downloaded" size, only 1.45 GB? (seemingly ready to install on my iOS 17.7 device).

Yet on the software update page it says iOS 26.6 update size is 4-5GB.

Updates on Apple devices are tailored for each model, it's not one update for all iphones. Your iPhone being older won't be able to run or need all the stuff in ios 26 as on the 17 Pro Max.
