Why is system preferences not scriptable?

The 1 time I feel I could really use a script to do something really useful to me and it seems as though system preferences are not scriptable? Why can't I write a script for system preferences?

I guess that wouldn't be to wise, from a security standpoint. If a script can change system preferences you have the makings of a whole new virus possibilities...
