Why is WebKit missing on Series 2

according to the watch OS5 page only the raise to speak to Siri is series 3 exclusive, therefore where is WebKit on series 2 watches. Can’t see any websites on the watch.

I think Series2 is not fast enough to run this smoothly.
I prefer a smooth watch with a bit less features than an OS to heavy for the hardware.
I have seen a video of webkit on a series 3 and it's really slow, I can't imagine an a S1/2 ...

Maybe it would be good as an option to turn on (off by default).

Apple is not really fan of "experimental features". If they decide it's too slow for your device, they don't enable it.
Sometimes they have overloaded some devices with too demanding features. I think it's not a good idea.
