Will Apple be releasing a lighter iPad Air 3 this year?

Probably not because there isn't much (if anything) to upgrade the Air and keep it differentiated from the Pro. Air 2 will probably remain as the entry-level 10" iPad.

I'm guessing it's not lighter because they both use similar components in terms of weight.

Because the Air will be phased out and replaced by the MacBook. It's a weird transition period.
