Why isn't there a Facetime for Windows?

Our grandchildren have iPads as we do, so we can easily Facetime them. However, I think it would also be great to have a Facetime App for a Windows based PC.

Same reason there isn't Direct X in os x.

Why would Apple make a PC that tiny bit more desirable?
MS wouldn't dare give os x Direct X because then os x would be able to play games just as well as PCs.

As said above though, Skype is the goto option.
