Prepaid customers cannot add an Apple Watch to their plans.

Isn't this a restriction on your plan and not the watch? The Apple watch page even says:

Some pre–paid and some older accounts aren’t currently supported.

So they believe that some pre-paid plans will work. I would be willing to bet that pre-paid plans are less profitable with no overages, so they "encourage" you to get a more expensive plan with extra features like this.
