Not to nitpick, but that's not proxying, that's called mirroring the files.
I think he meant using a proxy server, so that your IP address would appear to be coming from an IP address in a timezone where the update had been officially released.
 
It's probably just logistically easier to (in effect) hit one button which makes it avaliable to everyone rather than having to organise releasing it a different times meaning more work etc?
 
Staggering wouldn't work, it would actually make things worse! Have you seen all the threads about the June 18th release on the Singapore Apple site? What does that tell you? That everyone has access to the different countries Apple sites.

Therefore, once the first "staggered" location went live (Russia I believe), everyone would be on the Russian Apple site overloading those servers.

The best way is to release it simultaneously, globally, that way everyone can download from their own countries servers.

Bingo.

They've got more than one data center. Using only a fraction of them at the start makes no sense and would just make things worse.
 
I don't think it makes sense to stagger the release of 3.0 software as much as it makes sense to stagger the release of high-volume push-support apps like facebook, AIM, etc...

The should stagger it by alphabetical order, users age, height, and geographic proximity to my copy of iTunes to be completely fair.
 
I keep clicking the check for update button in iTunes. I wish just once it would say that the 3.0 update is ready!

Note: I don't have Photshop so I had to make do with what I have to edit the popup.
